The Fork of Werecow Slaying came from a campaign I was playing which was more social based and less action. The characters where bored and of course sitting in a tavern. To amuse himself one of the players popped off about being a famous hunter of werecows. The character he was playing was in fact a "were" creature (a weretiger I think) and got the local peasants in a tizzy and told them they needed the fork of werecow slaying to protect their population of chickens. At the end of it the village had a "fork of werecow slaying" (a normal fork) and the group had 500 gold in their pocket.
In this current game I am running I decided to drop the Fork of Werecow slaying in as a real magic item. I am not sure if I will ever introduce a Werecow (There is a creature called a Devil Swine - I think - nothing like shape changing bacon) but it might be amusing. The NPC Slaty Barfast....
Fork of Werecow Slaying - Damage: 1d2 +1/+6 vs. Werecows (becomes +2/+12 when combined with the Steak Knife of Werecow Eatting)
